Problems generating tones in 1.3.7
Whenever I generate a tone in v1.3.7, Audacity always zooms out to fit the entire project. Also, it doesn't seem to remember my last used settings very well. If I switch to hh:mm:ss + milliseconds, create a tone for 0.x seconds, when I generate another tone, the length will be reset to hh:mm:ss, with all zeros showing. If I then switch to hh:mm:ss + milliseconds, it will correctly display and execute my last used length, but if I don't it will default to 30seconds. Audacity 1.3.3 didn't do this (it would change the display to all zeros with no milliseconds, but it would still remember the milliseconds when generating the new tone).

It's annoying, but all the generators do that. Generate > Silence is my personal favorite. Control-E will zoom you in to your generated signal (it remains selected internally) and Control-3 will zoom out slightly. That's usually about where you want to be.
It turns out not zooming out full creates problems with other tools, so it's an interesting shuffle for the developers.
The generate time window drives me crazy, too. I don't know why they changed it. There are a lot of entry window problems. The Noise Reduction tool didn't used to let you enter keyboard numbers into the settings. You had to use the sliders. They are stamping these oddities out as we go.

I think the upshot is that it is not really a "bug", but at the same time, not really an ideal behaviour. Right now, the developers are in a "bug fix" stage in preparation for the release of Audacity 1.4. Once Audacity 1.4 has been released we will hopefully see some improvement to this.
