So I fixed my export quality issue now I have something else thats bugging me! When I record voice, in the playback I can hear a a static pop when I hit the record and stop button! Any Ideas? Thanks!!

If the pop happens only when you start and stop, it is probably due to a limitation of your sound card.
(if you record "silence" you should get a "waveform" that is a horizontal line at exactly 0.0 on the vertical scale - left click on the scale to zoom in vertically, right click to zoom out again)

Zoom in close (magnifying glass icon, or Ctrl+mouse wheel to zoom in/out horizontally), and inspect the ends of the tracks to see if the pop is being recorded, or only appears on playback. If it is being recorded, you can either trim it off, or silence it. Although it is an extra step, I generally apply a short fade-in / fade out to every audio clip so as to minimise any small amount of background noise before and after the actual audio.

I have a sound card that creates a DC level when I record. DC Bias leaking into the sound can make editing pretty much impossible -- everything clicks and pops -- and fixing it in post is very painful and time consuming.

See what happens if you remove DC Bias from capture segments before you start to edit. Edit > Utility > DC Bias Removal (may be somewhere else).

Is that an option on Macs? I don't see it on Linux or Windows.
DC Bias (DC off-set) can be removed using the "Normalize" effect (just deselect the "Normalize maximum amplitude" option if you do not wish to change the levels of the audio channels).
