Lame plugin not installing

I have followed the guide in Audiacity's help page as to how you should install the "Lame plugin" for exporting files as Mp3 format. Only I still cannot seem to find the option to choose Mp3 format when saving the work or exporting it. Why is this :?:

1) File menu > Export
2) If the meta tag editor pops up, fill in any details that you require (or leave blank) and press "OK"
3) Enter a name for the exported file, and navigate to the required directory.
4) From the drop down box below the file browser window select MP3 as the format.
5) Click on the "Options" button to select the MP3 settings ("Standard" preset is a reasonable choice for music)
6) Click on the "Save" button.

The "Options" button doesn't appear to be available in the Linux version. You get 128kbps bit rate no matter what and no opportunity to change it.

This makes Audacity effectively useless to me. My original files are 192kbps...and Audacity insists on degrading them to 128.

Also, as there may be differences between different Linux distributions, please always state which Linux distribution you are using, which version of that distribution, which version of Audacity (look in Audacity Help menu > About Audacity) and whether you installed Audacity from the distribution repository, or built it from the source code.
