Low volume when recording one track to CD

Created 9 wav files to record to CD. Burn the CD, one track is very low volume, hard to hear, other tracks are fine. Go back to audacity and play the original project that I used to create all 9 wav files, material for low volume track sounds fine compared to the material used to create other tracks. I've tried this on two different computers, one running 1.3.6, one 1.3.7, each computer has it's own CD burner. So I tried normalizing the material for this one track: it does have some effect on the volume of the track on CD, but it's still softer than the other tracks and I'm to the point where I can hear the distortion caused by the normalization. I've tried 10 different CDs, 5 different brands. Is there any characteristic of a wav file that can cause it's sound level to be reduced once burned to CD, and how am I managing to produce such a wav file?
My technical knowledge of audio is relatively low so use small words.

You can't hear the Normalize filter, so we can conclude when Normalize made the performance louder, the increase made it easier to hear the distortion that was already there. Normalize and Amplify turn the volume up and down. They don't affect the structure of the show in any significant way.

OK, went back and read some old posts on normalize, compress and amplify. I wasn't using the word Nomalize properly. I'm going to work on this some more. thanks

I created the WAV files by doing an "export selection as WAV", then I burned each selection as a track on CD.
