Usually with active basses, no battery = no sound (or extremely low and probably distorted sound).

The other very common problem with electric basses (and electric guitars) is poor contact at the jack socket. If the sound through the amp is intermittent, then it is most likely that the jack plug is not making good electrical contact with the jack socket. Spraying into the socket with "switch cleaner" then pushing the jack plug in and out a few times can sometimes clear it temporarily (may last minutes or months), though when jack sockets start to play up, it is usually a sign that they are about ready for replacement.

Never seen such a thing myself, but sometimes on bass amps there is a switch for selecting whether you are using an active or passive bass. Sometimes there are two sockets, one for active basses and one for passive pickups.
