Will not show Audacity window on Win. XP

i am running Audacity 3.1.7 on Windows XP
i tried opening the same project file twice by accident and now when i try to open up Audacity it will show up in the taskbar but i can't get the window to open up
i re-installed it after running a registry scan and deleting the leftover program folder
i really need this program...PLEASE HELP!

If you mean 1.3.7, then this is the first time the question has come of for this version (it was fairly frequent with some earlier versions).

Search for the file "audacity.cfg" and delete it.
Note that it is a "hidden" file, so you need to include hidden files in the search.

This is the configuration file and it has most likely got invalid values for the Audacity window position, causing it to be totally off screen. Deleting the file will set Audacity back to day one (you will be asked to select your language when you next open Audacity).
