Need help!
I've got two questions!
1. Why can't I remove vocals from a MP3 track converted from a video file?
2. When I want to perform a voice-over, the track that I'm dubbing can't be heard during the dubbing, why?

MP3 audio format damages the sound a little and that damage tends to make vocal removal harder. We tell people to do production and effects from a WAV file, not MP3.
If you got the sound track from an on-line server or company, chances are it's in mono, not stereo. Vocal Removal doesn't work from a mono track--or a stereo track with the same show on both left and right (really, two-track mono).

You may have some Audacity settings wrong. Look here:
Edit > Preferences > Audio I/O > One of those clickies on the bottom.

Audacity crashes? That's not the question you asked at the top. Is that what happens?

Have you tried using the Audacity Amplify effect to boost the level of the recording ?
