"Apply Chains" is only exporting files at 64 kbps

I have tried setting 128 kbps in my preferences, and I also tried to use "edit chains" and "edit paramaters" of the "ExportMp3" chain and nothing happnes when I click "edit paramaters" - how can I get this to export at 128kbps??

With chain conversions, Audacity 1.3.6 automatically selects an MP3 format that is appropriate for the sample rate of your project. For a higher quality mp3, change the project rate (bottom left corner of the main Audacity screen) to a higher setting.
Alternatively use an external encoder. My favourite is the free "LameDrop".
