just tried out the 1.35 beta version on window xp with service pack 3

having detached the meter tool bar so that i can use it vertically
im unable to reduce its width
below about 300 pixels also it doesnt behave like a seperate window with active border and title bar

in 1.24 i can reduce width to about 100

suggestion
speed controll should have a defeat function or reset to unity

That is how the meter is now - not like a system window. We're aware it can't be contracted below its default level at present. We have a page for Feature requests and I'll add a vote for your suggestion the play-at-speed button should be able to reset to unity.
