Recording static problems with audacity

I have been having this problem for sometime now, and I can not get what it wrong.

I am trying to record music but when I record as soon as there is audio I get this static sound all throughout the file.

All of my settings are as followed

I am using Stereo Mix with 24bit 44100Hz my sound can handle that. I also have the recording of Stereo Mix set up the same way. I have an onboard soundcard. It is VIA High Definition Audio.
I am using Windows 7 64bit
Audacity 1.3.14 beta

I have put a screen shot of Audacity, and also a sample of what I am getting.

I would be grateful if anyone can help me out.

That's as close as you got to telling us what the show is. What, exactly, are you recording? BBC4? NPR-OnLine? Is that your band recorded in the garage? You're really good if it is.

That clip sounds exactly like a noisy FM radio recording.

Get us close.
