Garritan Personal Orchestra
Is it possible to use the Garritan Personal Orchestra program within Audacity? If so, how do you configure and use it?

No, Audacity does not support VST instruments.
However, if you use GPO in a suitable host program and use that program to render the output as a WAV file, then you can edit the WAV file with Audacity just as you would edit any other audio.

For some reason, whenever I start up the new version of Audacity it runs through about 4 minutes "scanning VST instruments." I'm not sure I understand why it does that if it doesn't support VST instruments, and I'm wondering why it has to take so much time to do that every time I open it up.

Audacity 1.3.14 does support many VST effects.
I suspect what is happening is that Audacity is attempting to load the GPO but eventually "times out" because it cannot do so.
If you are not using any VST effects, you can disable the scanning by going into "Edit > Preferences > Effects" and de-select the VST option. Close Audacity to save this change. Audacity should then open much quicker.
