I have not jumped in here previously because the help I offer is usually only useful after things have gotten really difficult! I can get you past all of these problems but it is going to be a tedious process. I'm going to have to ask a lot of nerdy questions and you're going to have to supply very specific answers – it will not be difficult on your part but you will need to be painstakingly careful! Before I spend a lot of time typing a whole bunch of questions and steps for you to follow, if you wish to proceed in this manner let's start with this; if you succeed I will keep up the instructions and eventually get you up to speed with Audacity; I assure you we can do this.

First, let's see if we can do some housecleaning. Previously you mentioned that you have installed Audacity and Lame. Let's uninstall them both so we know we are starting out fresh. The first thing you will need to do is open your Control Panel, you should find this as an entry in your Start Menu (if not, stop here and let me know and I will explain how to turn this feature on):

That is a shrunken look at my start menu! Use your mouse and click on the words "Control Panel"; you will see something like one of these two "these are very large images, you will need to use the little gray scrollbars to scroll around and see the whole thing):

Yours will probably look more like the one on the bottom, mine is on the top but that is not the default. You will see something called Programs – use your mouse to double-click that icon. A new dialog will open which looks something like this:

You will see a list of all the programs that you have installed, one of which should be Audacity and other of which should be Lame. You may sort this list of programs by name if you click on the "Name" field just above the list of programs. Right-click on Audacity – a context menu will open giving you the option to uninstall – choose it. Follow all the directions as you work your way through the dialogs. After uninstalling Audacity right-click on Lame and follow the same procedure to uninstall it.

If you've gotten this far and wish to proceed let me know and I will continue with this excruciating level of detail <grin>!
