cannot change tempo

i imported a piano file at 80 bpm---need to change to 90 bpm---
i did that--i can see wave---but effects are greyed out---??? why---i cant access anything

Try clicking the Stop button.

all i did was import a small loop ( piano)--??

Ensure that the audio track is selected.
You can usually select a track by double clicking on it. See here for more information about selecting audio: http://manual.audacityteam.org/man/Audacity_Selection
