Audacity won't output in true stereo?

I'm running Audacity 1.3 n an HP Mini 210 with Beats Audio(yes, a netbook). I pan the audio in the program, but it seems to be stereo, but with emphasis on either the left and right, instead of true panning. I made an effect a few weeks back where the problem persisted in program, and not in the final exported piece, but now it seems that it's migratng the problem (or whatever it is) to the exported file.

ANY help would be appeciated :D Cause I wouldn't use anything other than Audacity to be honest!

Because you were listening with stereo headphones and the sound went left to right, right?
instead of true panning
What were you expecting true panning to do?
I made an effect a few weeks back where the problem persisted in program
Still not crystal clear what the problem is.
it seems that it's migratng the problem (or whatever it is) to the exported file.
If you open up the show file in a fresh Audacity, does it open up as a stereo show -- two tracks one above the other?

Here is a test I did with it earlier:

This image is the exported file reopened in audacity. It shows the audio panned all the way to the right, and is only heard from the right as its exported file. Yet, when it is opened in Audacity, it shows the audio only in the right channel, yet is heard on both.

And finally, this is the actual project file itself, where the panning still shows the right being panned all the way, and again is heard in both.

Meter Toolbar display in your image is correct.

Your WAV file displays correctly in Meter Toolbar in 2.0.0 alpha on Windows 7 and the audio moves from channel to channel as expected.

Please look at Help > About Audacity and quote the full three-section version number. It should be 1.3 and another number. We need the other number. Older versions before 1.3.10 may have an issue (something) like you are describing.

Try playing this MP3 in your usual media player. You should hear a tone in one ear, then quickly pan to the other ear. Does that happen?
Now import it into Audacity and play it. Does the same happen?
