I cannot figure out how to make on track play first, then the next track. They seem to play simultaneously.
Surely there is a way to APPEND one track to another, but the language seems inscrutable. I am using
Audacity for Windows 1.3.13Beta. Clear instructions would be most appreciated, as I am far from being
a sound engineer!

There are several ways. You can simply press F5 to activate Time Shift Tool, then zoom out till you see both tracks, then click and drag the track rightwards with your mouse. When you see the yellow vertical line, the start of the track you're dragging will be aligned with the end of the other track. If you want that, release the drag. Press F1 to get back to Selection Tool.
Or click in the track you want to stay put then press K to move the cursor to the end of that track. Press ENTER, down arrow then ENTER to make the track you want to move selected. Then Tracks > Align Tracks > Align with Cursor.
Those methods keep two tracks. If you want one track, double-click in the track you want to move so as to select it. press Z to find zero crossings to make a quieter join, then Edit > Cut. Click where you want to paste at the end of the remaining track (it can be after the end of the track if you want), Z again, then Edit > Paste.
By the way you posted to the 1.2 section of the Forum although you are using 1.3.13 Beta. I moved this to the 1.3 Beta section. The current Beta is 1.3.14, I suggest you upgrade when you can.
