The actual Buanzo is the system administrator for the forum and the Audacity web site in Argentina.
He was accidentally on an internet Black List for a while there. He contacted the black list managers and got restored to normal. If your software is using an old, non-updated list, you may still have him as a dangerous source.

Due to the controversy around MP3 patent claims it is not possible for Audacity to host LAME. Fortunately Buanzo is able to offer free downloads to the many millions of Audacity users. The cost of hosting is partly covered by advertising on his web site. Occasionally third party advertisements (over which the webmaster has only limited control) may link to sites that are flagged as bad websites. If you follow the instructions for downloading you will not be visiting those adverts - just don't click on the adverts.
There is big bold text that says "
Jump straight to LAME for Audacity Windows download"
When you click on that (or scroll down the page) there is a text link that says:
Lame_v3.98.3_for_Audacity_on_Windows.exe
That's the link.

By the way, Buanzo is not "some spanish kid". He's an internationally recognised Argentinian programmer.

There is an open source alternative to MP3 - Ogg Vorbis

Audacity fully supports Ogg natively - no additional downloads required, it's built into Audacity.
Sadly Ogg is less well supported by commercial players, which is a shame as it is first rate and double blind listening test show it to be at least as good as any other lossy compression format.
There are many copyright and patent claims on MP3 encoding technology that mean it can never be totally free or GPL. That's why Audacity cannot include MP3 encoding as standard. Lame is there for those people that wish to use it, even though it is not open source. Personally I prefer to use open source software.

There's no problem with source code as far as I'm aware - the problems come as soon as you try distributing a compiled binary. Even Lame don't distribute Lame as a compiled binary

What site is the request asking for?
It's actually lame 3.98.4, so more recent than the the dll available on the Buanzo site. Yes it is compatible with Audacity.
If testing goes OK there should be a LAME 3.99.3 installer for Windows available on the Buanzo site fairly soon.
And yes, you should trust Buanzo's site as far as the downloads are concerned. Always scan downloads to make sure. That's good advice wherever you download from.
And just to confuse you even more, I'm not a C++ programmer either.
