I tried to add basss to only portions of the song but it ended up playing the whole song with bass. How do I choose a section to add an effect? :)

You need to select the section that you wish to apply the effect to. One of the easiest ways to do this is to click and drag across the waveform so that it is highlighted. This section of the manual covers the question in detail: http://manual.audacityteam.org/man/Audacity_Selection
