is there any plug in or method to stretch the audio to a certain length... for example I want to make a song, and there is a part that I sing the word 'love' repeatedly... but what I want to do is, make my singing the word 'love' the same exact length as a wav file I currently have with the word 'love'... in other words, if my singing 'love' is 3 seconds and the wav of the other is 5 seconds long, I want to stretch my 3 second vocals to match the 5 second one, then I'll just loop the two in a third party program...
can I do this in Audacity alone... if not, is there an Audacity plug-in that can do this? or VST or DirectX plug-in...

You can use Effect > Change Tempo:

or Effect > Sliding Time Scale:

Please expect that there will be distortions with either effect. Sliding Time Scale will be better because it has less distortion and it is not prone to leaving small silences at the end of the selection. You will not want silences at the end of the selection if you are making loops.
Assuming you installed Audacity you can read the Manual in your web browser at any time by clicking > Help > Manual (in web browser).
