MP3 File size too large

I've been using Audacity to record church services for several years. I record as a .wav and then edit and save as a .mp3 file which I post on our church web site. I upgraded to Audacity 1.3.x Beta and now the mp3 file sizes have jumped from 30 minutes = 3mb to 22mb. We email the mp3 file so it needs to stay under 5mb to be used. I don't know why the file size jumped to the larger size. Any advice or assistance would be appreciated.

The record settings are as follows;
Channels - mono
Sample Rate - 11025 Hz
Sample Format - 16-bit
Real-Time and High-quality Conversion - Fast Sinc Interpolation

Choose "MP3 Files" when you export then click the "Options" button set the bit rate you want.You probably want 8 or 16 kbps to get such a low file size.
