Can't record from sound card

I just installed 1.3.13 Beta and I have been unable to record from my Window 7 soundcard (e.g. when it plays Internet Radio, which I hear fine through my speakers).
I went to the Windows 7 Sound/Recording dialog box and right clicked to show disabled and disconnected devices but the ONLY Recording devices I see are the Microphone and Line In.
Neither (mic or line in) are plugged in at the moment, although I did a test with a microphone plugged in as indicated properly by the Sound dialog box and Audacity worked (meter indicated sound on input).
I then unplugged the mic.

I am thinking the problem involves the 'mixer' which needs to be enabled and set as the default?
Should I be seeing a Stereo Mix option ? based on (middle of this link page to "Mixer Toolbar Issues"): http://wiki.audacityteam.org/wiki/Mixer_Toolbar_Issues

Is this the problem and if so, how do I enable the option in Windows 7?

Audacity only records computer playback if you can make the sound device expose an input for doing that. Try to reveal this option in the sound device's own control panel, or try the other ideas in the green "HELP RECORDING COMPUTER PLAYBACK" panel on that page:
