Track uncollapse doesn't work?

Looks like track collapse can't be uncollapsed.
After you collapse a track using the arrow at the bottom of the track control area, the track cannot be expanded.

Audacity ® 1.3.13-beta (Unicode)

I don't have Win 7 but I've tested on XP and Linux and can't reproduce the problem.
Could you give a sequence of exact steps, starting with launching Audacity, to reproduce the issue.

I know that it doesn't always happen. I had about a dozen tracks and only some of them showed this behaviour. After dragging the bottom of the track I was able to open the ones that stuck, but others were stuck with the button. So button is the problem. Dragging the bottom seems to work.
