Hi!
My problem is that the starting signal level (without any sounds) is not 0 as it is supposed to be, but is 0.5 as it is shown on this figure.

How it is possible to make it 0?

The problem is called "DC offset" and is probably caused by either a faulty sound card or faulty sound card drivers.
Try updating the drivers to the latest version available for your computer and Windows version.

The recording can be adjusted so that it is centred on the zero line by using the Offset Correction feature in the Normalize effect. Note that this only treats the symptom and not the cause of the problem.
