Channel info boxes won't expand?

I ran into this problem myself when I first started using Audacity on projects with a lot of tracks.

What I think has happened is that the tracks that "won't expand" have been manually adjusted to minimum height rather than "collapsed".

I'll try to illustrate the issue:
1) Start a new Audacity project.
2) Add two audio tracks.
3) Click on the bottom edge of the upper audio track and drag the vertical height of the track so that it is as small as possible.
4) On the other (lower) track, click once on the "collapse/expand track" button (at the bottom of the track control box).

It should now look like this:

Note the arrows on the "collapse/expand" track buttons.
The upper track shows an "up" arrow indicating that the track is currently in the "expanded" state (and can be collapsed by clicking the button). It is just very small because it has been resized to the minimum height.
The lower track show a "down" arrow indicating that the track is currently in the "collapsed" state (and can be expanded by clicking the button).

Clicking the "collapse/expand track" button on the upper track will make no apparent difference because the size of the expanded state is the same as the height of the collapsed state. To make this track bigger, click on the bottom of the track and drag it down to resize the vertical height.

Additional note:
If you have a lot of tracks in a project and you click on "View > Fit Vertically", then all tracks will be resized to the minimum height (even in their expanded state). When working with a lot of tracks, use the "collapse" feature rather than the "Fit Vertically" feature.
