I'm not sure... But there is plug-in called stats.ny If you select a short section of audio, it will give you the peak & RMS levels for your selection along with a couple of other stats. You can find a link to stats.ny here.

No. Are you trying to get the amplitude of a particular sample when zoomed right in, so that moving the cursor up / down does not change the value, but moving left/right does? Wiki Feature Requests has this request when running with a Spectrogram view of the waveform:
"Crosshair as in Plot Spectrum (2 votes) which enables on-screen measurement of the frequency and dB level" .
