I have this issue with the Audaicity problem on Windows 7
The Recording cursor isn’t moving – I am aware if the red cursor fails to move from the starting position when you begin recording, this means you have insufficient computer resources for the recording process. Restarting your computer will fix this particular problem.
The fix doesn’t work but I have 80GB Hard drive space and 4GB RAM.
I have checked all my recording preferences and they look okay and how I used them with 1.2 on XP

I presume that you are using Audacity 1.3.13 (Unicode)? (Please check in the Help menu > About Audacity).
The problem is most likely to be the recording and/or playback device settings.
What are you trying to record from? A USB microphone?
What settings do you currently have in the Device Toolbar?
Check in the Sounds section of the Windows Control Panel that the recording device that you want to use is enabled.
If you're not sure of the answers to any of these question, tell us what you can and we'll try to help you find the other information.

Everything looks AOK in the settings and audio side of the PC. Stereo mix etc
I had a colleague also look at the settings we have both used Audacity for many years but this is the first time with Windows7 that we can't use it.

I have the same problem using 1.3.13, Windows 7, 4GB RAM, Pentium Core Duo. To solve the problem I go into "Recording Devices", then disable the Line In port, then enable it.
