Hi,
I would like to modify the spectogram of an audio I created that I can make it at a range between 17000 and 21000 hertz. How can I do this?
Thank you for your help.

Since nobody can hear that, many sound cards can't deal with it and you can't put it on a Music CD, what's the job? We need a better idea what you're trying to do.

Yeah... We need to know what you're really trying to accomplish. You can simply generate some high-frequency tones, or the simplest way to increase the frequency/pitch of an existing file is to simply speed-up playback. Or, you might want an Exciter effect which adds high-frequency harmonics.

Of course, you can theoretically go to half the sample rate which is 22,050Hz for a CD. And, if you aren't making a CD, you can use a higher sample rate....you can't put it on a Music CD.
