Windows Vista, unable record properly or convert to MP3

Basically when recording there is a lot of hiss and virutally no sound, have changed to stereo mix and also changed the system settings to stereo mix. Have already deleted off old lame file and unhidden all hidden files on here. It says on the new mp3 conversion stuff to find a certain file and delete something on there so it works, but have been unable to even find the file. Any help would be great.

Recording from what precisely? And how is it connected?

I am trying to record a track playing on a website, but am unable to hear it properly. Not a clue about how it's connected. As for the bit about MP3, finally it works, it never before had export as anything other than greyed out and I couldn't use it.

How Random!!! For about 6 months now, Audacity has neither allowed me to export anything to convert into mp3 and refused to record properly only at levels bats and dogs could hear. Now everything works!!! Recording levels perfect, can now convert to mp3 as well! Have no idea why it's now behaving itself but. Excellent. Thanks for your help anyway.
