The .tone file is not actually a sound file, so the short answer is "no Audacity cannot edit .tone files".
Slightly longer answer - the .tone file is a short script written in plain text that provides instructions for the iPods built in tone generator to tell it what sounds to make. The file can be opened in a plain text editor (such as NotePad) and changed for your own customised instructions. Try Google for more information about "ipod alarm tones".
