which editing options in Audacity do i use to remove background noise and at same time make soft voices easier to understand?

What's the noise and what's the show? If you're trying to record a lecture from the back of the room, that show may be permanently damaged.

Because the tools are very specific, we need to know all about the show. We can get rid of some air conditioner noise, but not metro-bus motor noises or other voice noises.

Nobody can get rid of echoes.

got rid of a lot of the background noise. but is there any way to enhanse low quiet voices?

Difficult to say without hearing a sample. If the background noise can be lowered a bit then that should make the voices easier to hear.
