1.3.13 Error while opening sound device

With Audacity 1.3.13 when I click the record button I get the following error:
In the 'Audacity Preferences' (Edit > Preferences...) on the 'Quality' tab the 'Default Sample Format' is set to 16-bit.
These settings seem to match the system microphone settings.
What do I need to do to fix this issue?
My computer
Lenovo ThinkPad T420
Win 7 64-bit
Internal Microphone Properties:

In the bottom toolbar the 'Project Rate (Hz)' is set to 44100.Error while opening sound device. Please check the input device settings and the projects sample rate.
