How do I Improve Muffled Sound?

I'm working on a project, and the main problem is the muffled sound. How do I sharpen, or unmuffle it?

It depends on why it's muffled, but in general you can apply Effect > Equalization > Graphic tool and boost the settings to the right.

You may find that the overall channel noise or hiss goes up a lot and gets sharp and unpleasant when you do this.

Where is the graphic tool? I see no option for it. I see no settings to the right, just a curve area and a bunch of radio buttons.

Assuming you are using 1.3.13, click the "Graphic EQ" radio button in Effect > Equalization:

If this is something you recorded yourself, make sure the Audacity project rate bottom left is at 44100 Hz, and turn off all the sound effects in Windows and in your sound card.
