If your headset is recognised by Windows then it should be recognised by Audacity 1.3.13.
The headset must be connected to the computer and recognised by Windows before you open Audacity.

I've split and renamed this topic as it really has nothing to do with "Lame" (the topic where this was originally posted).
Hopefully "1.3.11" was a typing error in your first post Vanessa. The current version is 1.3.13.
You can check the exact version number by looking in the Help menu > About Audacity.
If you really have version 1.3.11, you should update to 1.3.13 as it has some important bug fixes.

I had the same problem. Waited a while for Windows 7 to recognize the headset, but still couldn't record anything (Mr Flatline). Turns out the headset had a 'mute' button on it!!

That is probably not a case of Windows or Audacity not recognising the headset. Strictly, "not recognising" means that the headset is not listed as an enabled recording device in "Sound" in the Windows Control Panel. If it is not visible and enabled in Windows then Audacity won't be able to see it.
