Selection Tool

Hello All,
I have been using 2 different versions of Audacity for about 5 months now...1.2 and the 1.3 beta. When using 1.2 I notice that I can very precisely select ranges or clips of audio to edit (i.e. put the cursor anywhere), but with 1.3 I can only put the cursor at a one-second intervals. Is there a way to change this to allow putting the selection tool anywhere..even between one second intervals?

Look at the bottom of the editor window and deselect Snap-To.
