The recommended version for Vista is Audacity 1.3.13.

You posted in the Audacity 1.2.x part of the forum. I'll move this topic to the 1.3.x section.
Go to "Edit menu > Preferences > Devices". You should be able to set your recording device there.

What options do you have in "Edit menu > Preferences > Devices"?
(note that the options change depending on what "Host" setting you select).

And what are you wanting to record from?
If you want to record using the built in microphone, select "microphone realtek HD"
If you want to record sounds that are playing on your computer, select "stereo mix".

How do you want to do that? With a microphone? Plugging them directly into your computer "Line In"? Does your computer have a "Line In" socket?
We can only work with the information that you give, and on the 10th post I still have little idea of what equipment you have or how you want to record it.
