Check the Software Playthrough box.

Also - Windows has separate recording & playback mixers, so you don't always hear what you are recording. If you double-click the Windows speaker/volume icon, that will bring up the mixer. (It will default to the playback mixer). From there you can select the inputs and control the volume of what you are hearing out of your soundcard. (Windows Vista & Windows 7 might have a different way of accessing the mixer.)

What sort of microphone are you using (make and model number)?

If it is a USB microphone, does it have a headphone socket on it? (like this microphone http://www.bluemic.com/yeti/#/desc/ )

If it is a conventional computer microphone that plugs into your computer sound card, use the second method described by DVDdoug. (Use the Windows Mixer to enable playback of the microphone).

The "Software Playthrough" method is a fallback method that can be used if your hardware does not support playthrough, but because it is done in software it is much slower and there will be a noticeable delay before the sound is heard through the headphones.

A half second decay is usually a symptom of having "Software Playthrough" enabled (near the bottom of the Transport menu). Software playthough causes a delay because it takes time for software to relay the input sound through to the output. Monitoring the input without a delay requires that the input has a hardware route from input to output, so "Software Playthrough" needs to be off.

You'll need to look in the pre-amp documentation to see how to set it for "zero latency monitoring".
If you are unable to find out how to do that, providing the make an model number of the pre-amp may allow someone on the forum to jump in and help you set it up.
