Install audacity beta on laptop won't save streaming audio

Hello
I have a new toshiba satelite L750 laptop
64 bit using win 7 home premium-
The problem is that audacity 1.3 beta will not record
streaming audio from youtube
I have speaker and microphone set to the sound card
and MME for the other configuration setting
When I try to record the recording window shows
a flat line
I have been successful using audacity 13 on another
laptop using win 7 pro with corresponding selections set
What should I do?
