Forget the folder for a minute. Can Windows® find that file anywhere? The config file is a relatively new event. The Mac people have had one for years, but the early Windows installations used to go into the Dreaded Windows Registry (from which there is no return).

I hope your fingers enjoyed the exercise. The new Audacity immediately went to the old, and so far hidden, config file to find out how to behave and function. It worked, right? The new Audacity works exactly like the old one did?
Just a note, you are running Audacity 1.3.x, right, and not 1.2.x? Find the About panels. You posted in the 1.3.x forum, but it would be good to check.

Are you? I've been known to guide a few waves myself. Television Broadcast in the US flies around on 2G (long hop), 7G (medium hop and fixed service) and 13G (window sill). I qualified because I was the only one who didn't think microwave was a black art. Dark gray, maybe, but not black. I used to be WB4WGE World's Greatest Engineer, Arlington, Virginia.
One last note, we used to tell people with this trouble to go into Keyboard Shortcuts and delete or move the "Z" (in your case) key and restart Audacity. That worked many, many times enough to get people by. We only discovered the config file thing later which is a global solution.

Nope, I have 1.2.4. I'll upgrade to the latest version tomorrow and play with the keyboard shortcuts. I've spent the day running 2.4 and 4.9GHz paths for a customer in Texas. It's cool that you've been down this road! Are you still on the east coast? We're looking for a systems engineer for the east part of the country so that I don't have to cover the entire U.S. I live in Denver, and those flights to Baltimore, DC, etc. are getting to wear thin on me. Anyway, we're very serious on getting one as soon as possible before I go find another SE position that will let me stay home at leat one week out of six.

Check you audacity version and tell us (forum heading claims you have 1.3.x. There is no .cfg with 1.2.x !!)
Tell us your windows version.
Search audacity.cfg file in your c:. By any method (Win+F in Windows, Alt-F7 in Whatever-Commander).
I do not hope .cfg deletions changes Z - behaviour (unless a key binding).
Try z instead of Z. (Well, usual is to tell to use Z instead of z, I think :-) )
Try CAPSLOCK z instead of Z.
I do not know if it helps but you might try to go to Edit>Preferences>Keyboard(Shortcuts) and look what has Z or Shift+Z there
(pressing Z Z Z Z ... might help to go fast trough) and change it to something else.
I think Z is snap-to-zero, which I think does not work well anyway, (I think everybody knows about that).
