changing bit rate for lame mp3

I have been using an older version of audacity on a different computer. I just got a laptop and installed 1.3. I tried to export as an mp3 but found out I had to install lame (the older version already had lame on it). I installed lame and exported as mp3. On my old version, I was able to go into EDIT and then PREFERENCES and (in the file formats tab) change the MP3 export setup bit rate to 32. This made my mp3 files a little lower quality but much smaller and easier for people to download off our website. Now with the new version I do not see a way to change the bit rate. I go to EDIT and PREFERENCES, however there is no option to do anything with lame ... only a place to point to lame elsewhere on the computer. I hope this makes sense as I really don't know much of what I am doing.

Can someone please tell me how (if possible) I can change the bit rate to make the mp3 files smaller? Thank you for your help and time.
