Generate and Effect menus missing/incomplete

Generate and Effect menus missing/incomplete
On a fresh install of Audacity 1.3.13 on Windows XP, the "generate" menu is completely missing, and the "effects" menu only has the options "fade in," "fade out," "leveler," "noise removal," "normalize," and "truncate silence."

You can fix your issue by clicking Edit > Preferences: Interface, unchecking CleanSpeech mode and click OK.
