Download language

I downloaded 1.3.13, selecting English as my preferred language. When I open the programme it's in French. Is this because I live in France, and can it be changed to English?

Please read this Frequently Asked Question. Just click Edition > Préférences: Interface and change "Langue" to English and click OK.
