Audacity 1.3.x is now obsolete. Please use the current Audacity 2.1.x version.

The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

Sorry, there were 3 questions;

1) Immediately before exporting, look in the bottom left corner of the Audacity window - what does it say for "Project Rate"?
2) On the left end of the audio track it will say something like "stereo 44100Hz 32-bit float". What does yours say?
3) In "Edit menu > Preferences > Quality" what settings do you have?

Project rate: 44100
On the left of the audio tracks: some are stereo 44100Hz 32-bit float and some are mono stereo 44100Hz 32-bit float (I can split them if needed, just was messing around with effects and things)

and quality settings: 44100 Hz 32 bit float

What exactly is the audio that you are exporting to produce these strange silent MP3 files?
What happens if you export as WAV

The only way I can reproduce these symptoms are by creating corrupt data in the audio track.
