Recording levels way too low

I am trying to record live streaming and although I can hear what I want to record perfectly loudly (indeed all pc mixer levels are 100%), I cannot get the Audacity input meter to go high enough. Subsequently I can hear the recording but incredibly faintly and with very poor quality. I have followed the forum advice about Win 7 and enabling features and devices in Control Panel and I have experimented with maximising the input and output volumes and gain in Audacity.

In summary, I can hear it but only just. Any tips on how to improve this?

You may be the victim of Windows Conferencing Services. Out of the box Windows tries to manage sound to make a multi-person video or audio conference come out right. That can kill you when you're trying to record theatrical presentations.

Are you absolutely certain that Audacity is recording from "Stereo Mix" and not from another source (such as an internal microphone)?
