Can Audacity record and export with these specific settings

My reason for downloaded and installing the Audacity 1.3.13 beta software is to record and export an audio file to a vendor who has requested I provide them my project in the format below. Can you tell me if this is possible using the 1.3.13 version and the requirements below. If this is possible, specific instructions as to where and how to achieve these settings would be extremely helpful. Thank you, Terry Coker

Bit Rate - 128kbps
Audio Sample Size - 16 bit
Channels - 1 (mono)
Audio Sample Rate - 8kHz
Audio Format - PCM
File Type - .wav

Yes you can.
Set the "Sample Rate" to 8000 in "Edit Menu > Preferences > Quality"
Set the "Number of Channels" to "1 (mono)" in "Edit Menu > Preferences > Devices"
Make your recording, then Export (File menu > Export) as "WAV 16-bit (Microsoft) PCM"

If you're going to record (capture) the audio proceed like steve said.

If you already have an audio file that you just want to convert then proceed like this:
- import the file into audacity (File menu -> Import -> Audio)
- if it's stereo track convert to mono (Tracks menu -> Stereo Track to Mono)
- set the project rate to 8000 (in audacity's main window at the left bottom corner where it says "Project Rate", choose 8000 from the dropdown menu)
- export (File menu -> Export -> WAV 16-bit (Microsoft) PCM
