How would you achieve this effect
The song is "Toothpaste Kisses" By The Maccabees ( http://www.youtube.com/watch?v=8SJmWSWQgdM ). It's a subtle effect but notice the vocals nearly have a vintage radio or LP record quality to it. I want to try it but not sure where to start.

I don't know that it's a software effect. I think he's really close to a high quality microphone with a good pop filter on. Maybe a slight low frequency equalization -- that may be what you're hearing as an "old record" effect.
I was going to include singing in a quiet room, but the piece has lots of ambient "bar" noises and you wouldn't be able to tell .
That and he can sing. That's an old joke about the "Professional Singer" filter. There isn't one -- although they're getting closer.

The equalizer has a blue line in the middle you can push around to get different effects. This is a sample of a rumble filter I designed. That should sound roughly like the singer. You may need to push the curve around a little.

You can also select "Graphic Eq" at the bottom of the tool and use that.
