USB devices must be connected and recognised by Windows before you open Audacity.
If Audacity still fails to recognise that there is a USB device connected, look in the "Windows Control Panel > Hardware and Sound > Sound" and check that the USB device is listed and enabled in the "Recording" tab.

I always get worried when someone says the words "RCA / USB cable" in the same sentence...

USB is digital, tape deck RCA outputs are analog. You need to convert analog to digital first... that's where the UCA202 comes into play!

Just for curiosity... where did you get such cable? Did you make one? Or is someone out there actually making and selling those?
