I just installed Audacity 1.3.13 on my PC that has Windows 7 installed. When I attempted to record a webinar, the following problem occurred:
After I click the Record button, the following error message appears on my screen: "Error while opening sound device. Please check the input device settings and the project sample rate."
I looked at the Input Device menu on Audacity and found that it's not picking up an input device. I also opened up Audacity's Preferences and found an empty pulldown menu when I attempted to select an input device.
I then opened the Recording tab of Sound in my Windows Control Panel. There is one device listed for 3 types of recording and here's what I saw displayed below the listing of each type:
"FrontMic: Realtek High Definition Audio (not plugged in)"
"Microphone: Realtek High Definition Audio (not plugged in)"
"Line In : Realtek High Definition Audio (not plugged in)"
When I clicked the Properties button of each of the above device inputs, each usage window was set to "Enable." The webinar's audio was perfect as is my other audio from the internet. My music sounds great on my computer's speakers. So I know that the sound card works. I'm stuck, what step(s) can anyone suggest for me to take to be able to record incoming sound from the internet?

To record sounds that are playing on your computer (such as streaming audio from the Internet) you need to record from "Stereo Mix" (sometimes called "Mix" or "What U Hear"). That is not in your list. Unfortunately, many modern Windows machines do not have an option for recording from "Stereo Mix", in which case a workaround method is required. Sometimes modern Windows machines do have the option, but hide it. If this is the case then you need to un-hide it and enable it. Hello, I just solved the same problem. Being a novice on the computer I checked all the info on windows 7 and the solution was just to upgrade my drivers. Hope this helps.
