I created mp3 ringtone for nokia 2610, required format: mp3 bit rate 32kbps, 32kHz audio sample rate, mono
and ringtone for another phone mp3 128kbps bit rate, 44kHz sample rate, stereo. Audio source is .flac file
I've used these steps:
1. trim segment,
2. Effect > Equalization > 100Hz filter,
3. Compressor > Treshold: -14dB, other settings default, 'make-up' gain box checked,
4. Normalize -1dB
5. Stereo Track to Mono (for 1st sample)

The first ringtone sounds too quiet on nokia, so I want to increase volume without affecting the audio quality. Second ringtone sound better on newer phone, but I want to add volume also. Need some advices how to increase ringtone volume and make sound better, for both samples.

Use it more :)

Try these settings - they may be too extreme, but then you can "Undo" (Ctrl+Z) and find a happy compromise.

First, use the "Amplify" effect with default settings,
then use the Compressor with:
Threshold: -24 dB
Noise Floor: -40
Ratio: 10:1 (maximum)
Attack and Decay at minimum
Make up gain: enabled (tick)
Compress based on: Peaks

I tried this, Mp3 sounds almost same on nokia 2610, no noticeable difference. However nokia 2610 have small poor buzzer. Sure, sound quality depends on type of audio source and its spectrum, not all audio will sound good on phones.
I just uploaded audio segments which I'm trying to convert

Try this Soft Clipping Limiter effect.
Right click on link and select "Save As" (or whatever the option is in your web browser).
Instructions for how to install plug-ins: http://audacityteam.org/download/plugins

Try the settings:

Threshold: 0.4
Hardness: 70
Apply make-up gain: 1 (yes)

to apply the Soft Clipping Limiter before Compressor, then compress with settings above?
Another clip (sample2 from the same track) contains solid male vocal part, should I use the same technique for it?

There's no hard and fast rules. You could use just the soft clipping limiter and not the Compressor, or you could use both. If you use both you will probably get best results by applying the compressor first, but then use a lower threshold setting in the Soft Clipping Limiter.

Try these settings:

Compressor:
Threshold: -36
Noise Floor: -60
Ratio: 10:1
Attack/Decay: minimum
Make up gain / Peaks: both selected

Soft Clipping Limiter:
Threshold: 0.70
Hardness: 80
Make-up gain: 1 (yes)

You will need to experiment to find what works best with your equipment, but these settings work well with my laptop's tiny built-in speakers and make the sound roughly twice as loud.

nice.. You tried with both Compressor and clipping limiter effects applied, or used one of them?

The setting in my last post are a suggested starting point for Compressor first followed by Soft Clipping Limiter.
You will need to experiment to find the best settings.

Post back when you've experimented and let us know which settings you eventually decide on.
