I just got a reasonable volume level with just Compressor, without adding Soft Clipping Limiter.

Compressor:
Threshold: -36
Noise Floor: -60
Ratio: 10:1
Attack/Decay: minimum
Make up gain / Peaks: both selected

Adding filter in addition to Compressor, seems makes ringtone a less natural sounding to me.
If apply the Soft Clipping Limiter, it gives the multiple red vertical 'clipped' indications across the track.

i know its important to avoid over-compressing, which makes a clip sound artificial. Does the Noise Floor level depend on Threshold level?

The Soft Clipping Limiter will amplify the result right up to 0 dB, but not beyond. Because there will be samples at the 0 dB level it is likely that some "clipped" indicator lines will show. This is normal and not a problem. If you prefer to avoid the red clip lines, set "Apply make-up gain" to "0 [No]", then use the "Amplify" effect with "New Peak Amplitude" set to "-0.1" (minus zero point one).

The "Noise Floor" setting is independent of the "Threshold" setting, but should be set lower than the Threshold setting.
The settings that you have chosen sound about right for what you want.
