Can't Install Audacity 1.3.13

When trying to install "audacity-win-unicode-1.3.13", I get the following:

"Audacity, the Free, Cross-Platform Sound Editor has encountered a problem and needs to close. We are sorry for the inconvenience."
Error signature:
AppName: audacity.exe AppVer: 1.3.13.0 ModName: audacity.exe
ModVer: 1.3.13.0 Offset: 00178b22
I then tried to install "audacity-win-1.3.13", and received a "Setup" error.

"Unable to execute file:
C:Program FilesAudacity 1.3 Betaaudacity.exe
"CreateProcess failed; code 14001.
This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem."
I have tried numerous downloads (including Alpha version), and re-installing of both files from the Audacity website, and neither version works for me. One of the posts in the forum suggested to install "Microsoft Visual C++ 2008 Redistributable - x86 9.0.30729.17". It was installed, and still no use. I have no anti-virus or firewalls on this machine, and the PC runs under Windows XP Professional Version 2002 Service Pack 3, Pentium 4 [2.8GHz], 512MB RAM.
I've searched the Audacity Forums, FAQs, etc, but seem to only find issues with versions prior to 1.3.13, though I did read through the posts. I have screen shots of the error windows that pop up for the above mentioned if needed.
For some reason, Audacity 1.3.8 unicode installs, opens, and functions with no issues or errors.

Thanks, Roddy for the report and for trying to research the answer. Do I take it as regards the installer for 1.3.13 (Unicode) that you have the installer set to launch Audacity after install completes?
I don't know how many different versions of Audacity you have tried, but does 1.3.12 launch?

Also is this 32-bit Windows XP?
Could you possibly download
Dependency Walker, drag the audacity.exe for 1.3.13 Unicode into it, then File > Save the .dwi file, zip it up and e-mail it to me at gale_AT_audacityteam_DOT_org - replacing the "_AT_" with @ and "_DOT_" with a dot (.) ? This may give us some idea if any files are missing on your system that Audacity needs to launch.
Also if you go to the 1.3.8 installation folder, "select Microsoft.VC90.CRT.manifest" and open it in Notepad, does it say version="9.0.21022.8" or "9.0.30729.1"?
One thing you could try is to right-click over the 1.3.13 audacity.exe which launches the program, then choose "Properties" and click the "Compatibility" tab. I assume that compatibility mode is disabled. Does selecting any of the compatibility modes like Windows 2000 help?
You could also try uninstalling "Microsoft Visual C++ 2008 Redistributable - x86 9.0.30729.17" (though it's possible you may have to reinstall it for other applications). Then try launching 1.3.13. I think that's a longshot though.

Thanks for a response, Gale. Yes, I had the installer set to launch Audacity after the install completed. I also tried deselecting that option just to see if that may have been the problem, but it was the same issue.
Yes, Audacity version 1.3.12 also installed, opened, and worked fine. Thanks for the link, I didn't know where to find it.
The OS is Windows XP 32-bit.
Microsoft.VC90.CRT.manifest is version:9.0.21022.8
None of the compatability modes worked for 1.3.13. And, as to uninstalling Microsoft Visual C++ 2008 Redistributable - x86 9.0.30729.17, it won't make a difference because I installed this as a possible fix after trying without it beforehand.
I sent you the eMail with the file you requested. I hope my situation will have a solution, that it will help others with a similar problem, and that it will benefit Audacity's development.

Thanks for the dwi file. I don't see anything unexpected in it, but I've attached it in case anyone else wants to see it.
For now, could you possibly try this experimental installer for 1.3.13.

It shouldn't matter, but it might be best to uninstall 1.3.12 then install the experimental 1.3.13. Anyone else who wants to try it, especially on XP Service Pack 3 would be welcome too, on the understanding it is experimental.
To explain the differences - in 1.3.12 which works for you, the versions of msvcp90.dll and msvcr90.dll in the Audacity installation folder matched with the Microsoft.VC90.CRT.manifest file in the same folder, but were old. In the released 1.3.13, the manifest file is the same but the dll's are newer. In the experimental 1.3.13, the dlls' are again newer but the manifest matches them.
Let us know if 1.3.13 launches or not, and either way, if you still have "Microsoft Visual C++ 2008 Redistributable - x86 9.0.30729.17" installed.

Version 1.3.13 installed and worked with no problems. I will need to take some time to try out the features to make sure there are no issues. I tried a sample 10 second recording and exported it in a few different formats, and all worked correctly. Did a few effects, and they too, worked correctly. This version seems to work as it should.
"Microsoft Visual C++ 2008 Redistributable - x86 9.0.30729.17" is still installed.

Thanks for testing. If you haven't installed the Redistributable to address a problem in some other application, is it possible to uninstall it, reboot and see if the experimental 1.3.13 still launches without error?

Well, unfortunately I'm getting the same issue as before when trying to run the program. I have to keep re-installing it whenever I want to use it after closing it. What I mean is, once I install the program, I can open and use it. When I'm done and quit the application, if I want to reopen it again, I can't. I have to re-install the whole thing. I tried it before and after removing the redistributable, made no difference. So, I'm back to the drawing board.

Have you got a screenshot of the error when you re-open Audacity? Have you tried right-clicking over the installed audacity.exe > Properties and trying to set compatibility to a previous version of Windows?

Yes that is the version I am using. I do not understand why it stopped working and reverted my problem all over again. None of the compatibility modes work, either. Here is the screen shot:

If you "click here" in the error dialog it will take you to a text file. You could copy 'n' paste the text here or save it as a TXT file and upload the file as an attachment. There may not be any valuable info in it but without seeing the file I cannot tell.
