What happened to File Formats under Preferences? Audacity ® 1.3.13-beta (Unicode)
I had the same problem for an 18 minute mono file on my laptop ...when I went to check the Preferences - I couldn't access MP3 Export Setup under Preferences.

The File Export options are now in the Export dialogue screen (no longer any need to go digging into the Preferences for them).

File menu > Export
Select the file format type and any other options.

To Export in MP3 format you must have "Lame" installed. See here for instructions: http://audacityteam.org/help/faq?s=install&i=lame-mp3

To export an MP3, click "File menu" and select "Export". Then choose "MP3" as the Export format (drop-down selection box).
Additional export options (such as the "bit-rate") are accessed by clicking the "Options" button.
